A vision for the future on the solution to the Kurdish issue in Syria

 Preamble: 
 - Considering the historical heritage of Syria as one of the oldest countries and civilizations of the World, that has consisted of a coexisting ranging mosaic of cultures, religions, ethnic groups and social groups.

- Considering all international legal instruments on the right of Peoples to self-determination, to Human Rights, to Linguistic Rights, to the Rights of the Child, to Protection of National Minorities, to conventions against discrimination and the International Covenant on Civil and Political Rights,

 - And in view of the injustices and repressive measures that have been committed against the Kurdish people by some Syrian governments, especially after 1962 in the form of the special Census and the Arab Belt plan, and  - Considering that the presence of the Kurdish people as a national group extends geographically over the borders of a number of regional states. Hence by, leading to a number of strategic sensitivities that require consideration. 
We believe that the Kurdish issue has gained a special status requiring special solutions within a framework of preserving Syrian territorial unity and respect for Human Rights, Minority Rights, and reform of governance structure, Summarized in the following points: 
1- Affirm the commitment to the constitutional recognition of the national identity of the Kurdish people, to consider the Kurdish issue as an essential part of the national cause in the country and to recognize the national rights of the Kurdish people within the framework of Syrian territorial unity and the social cohesion of its people.
2- Abolish all discriminatory policies, decrees and procedures applied against Kurdish citizens and to address their effects and repercussions and to compensate the affected persons.
3- Affirms that the new Syria will be a democratic and pluralistic civil state, a republican system based on the principle of equal citizenship, separation of powers, the transfer of power and the rule of law, and the expansion of the powers of local government. Subsequently, Kurdish majority populated areas may be granted a degree of self-governance based on the principle of decentralization. Other regions of Syria may enjoy the same rights, if they so wish.
4- The new Syria guarantees its citizens and all its components the provisions of international laws and conventions on human rights and fundamental freedoms and equality of rights and duties without discrimination in nationality, religion or gender. Subsequently, Kurdish language and cultural rights should be officially recognized. 
5- Commitment to fighting poverty and giving regions, that have suffered from discriminatory policies, adequate attention in the framework of development, justice in the distribution of national wealth, and work to raise the capacity and standard of living of citizens in various segments and regions, especially the areas that suffered deprivation. 
6- The new Syria constitutes its democratic civil system and its constitution as the basic guarantee for all national, religious and social components of the Syrian people.
7- For furthering reconciliation and unity, the Arab majority should work to promote the Kurdish issue in Syria and the suffering experienced by Kurdish citizens over decades of deprivation and marginalization, with the aim of building a new culture for Syrians based on equality and respect for others. While, the Kurds should work to strengthen the spirit of national unity and participation in activities that strengthen constructive communication with the rest of the national fabric. 
8- Work on the establishment of training programs and workshops to encourage dialogue and understanding among young people from Kurdish regions and Syrian youth from other regions.
